I call these funding caps "enforced mediocrity".

Those who aspire to something more than mediocrity for humanity will always find ways around enforced mediocrity. Always.

Setting aside the "bureaucracy" and "unions", the real opposition that warns that vouchers might not work ought to answer the question: Is today's system working for all or even most students?

If it isn't, then why be so strongly opposed to something which offers at least the possibility of fundamental positive change?

You are assuming parents cannot supplement the voucher amount. If such stupidity is allowed, people must take the consequences.

Whenever there are wars like this, the partisans always think that if their next ploy works, that will be the end of it. Of course, the other side comes back with a ploy of its own, either legislation or law suit. Each round trip adds another layer to the mess. Never do we undo anything, clean things up, and start fresh, it's always more layers of mess. The problem isn't that parents don't have choice. The problem is that parents don't like the schools they have. Choice is just the ploy du jour. There will be a counter that you won't like. You can count on it.
