I think the Algerian bombs that went off during their independence day celebration just goes to show that we cannot say we have won a war on terrorism by claiming a military victory What are the terrorists conducting, Chinu, a campaign of flowers? They are conducting a military campaign for a specific political purpose. In this they are just like the state actors, only they are weaker, so they use weapons available to the weak. If you look at history, you will find that counter-insurgency campaigns are conducted like other military campaigns, and like other campaigns, may be won, or lost, or arrive at a negotiated settlement.
