It's at the crux of the matter. The police can't arrest you because you have the potential to commit a crime. Now let's see, what amendment covers that?

I don't understand. When would fraud NOT warrant inclusion in the audit report? What if an auditor uncovered evidence of murder?

auditing standards actually indicate that it is not part of the auditor's responsibility to report fraud to outside parties, unless the fraud warrants inclusion in the audit report.
