I don't know if the FBI anti terrorism budget was slated to be cut or not. My point is that events in the world often force National leaders to change their direction. I doubt that even President Clinton would have pardoned a group of terrorists, if he knew that the greatest terrorist event would occur one year (and a day) later. What type of message does it send, when people (terrorists) believed to be responsible for over a hundred bombings (and scores of injuries) are granted clemency from the President?
