What type of message does it send, when an assortment of

con men, scam artists, tax dodgers, fugitives from justice and other criminals buy a pardon from the former head of this fraud driven mess right before he leaves office, tail between legs?

Isn't it like spitting in the face of law enforcement and tax payers?
