What double talk! I guess that depends on what the meaning of 'exonerate' is :)

If it means: "we chose not to prosecute this time" (either because of the lack of a solid investigation, or the lack of facts, or because of your dad, or because a $10 million fraud is just too small for us to be interested in) though we are telling you not to regard this as an 'exoneration'... then, maybe....

Too bad that's not the definition the dictionary uses.
