On Dec. 31, 2000, the last possible day, Bill Clinton authorized signing the 1998 Statute of Rome establishing the ICC. But in a farewell equivocation, he said the statute was flawed. And he surely knew the Senate would never ratify it.

Then why did he sign it?

Regarding what I said about Attorney General Ashcroft yesterday.

The FBI cannot release nearly as much good news as they would like, because it might reveal sources and methods. Because of this, it is very important to the war effort that when good news can be released, it must be done in a way that maximizes the impact on the American people.

Do you remember the Doolittle raid on Japan? President Franklin Roosevelt order an attack by 13(?) bombers, from aircraft carriers, on Japan. Everyone knew that the attack was completely useless from a strictly military point of view, and would destroy the 13 aircraft. President Roosevelt ordered it anyway, because he knew the psychological impact the attack would have on the Japanese, and on the American people. I think he did the right thing.

Also, I got the impression that you were fishing for clues, so I gave you one.
