In the event that terrorists use weapons of mass destruction, who would the US retaliate against?

Bush's big failure is that he has not held the financiers of terrorism and propagators of hate responsible for their actions. Al Queera knows that they can operate with complete impunity in the US, and that their families and friends are safe from retaliation.

A very dangerous situation for the US.
