Otherwise, yes. Something like Brilliant Pebbles could shut down a large number of businesses and agencies dependent on low earth orbit satellites would die if the system were used.

I would also expect space war at geosynchronous altitude - 22,300 miles. That's where the commercial communications satellites fly, plus some meteorological satellites. Those cheap intercontinental phone calls we're used to? Fast international news, business deals, etc? Forget it.
