You fell for a classical mistake of statistics. Texas is
big. If some desert lands appreciate at 0%, but small areas
where people actually do live appreciates at 20%, it
is no surprise that your statistics gives below 3%.
I reality, the apprised values are over 15-20%/year in most
livable areas, and are capped at 10% in accord of law
of Texas. Learn how to interpret statistical records,
especially in America.
