I don't know enough of the facts, or enough about police forces in general, to be able to comment any further on this case. Maybe you will find someone else here who can discuss it with you. But please feel free to post articles about it here. It is an interesting subject.

I tend to agree with X that it is not a problem related to geography, but by who is attracted to that kind of job. Perhaps what skews the perception that L.A. is worse than others is simply the incredible number of people who consider themselves moviemakers and who make sure that they always have their trusty videocam.
