BTW: My LONG-TERM prediction is that you WILL see literacy requirements for voter registration again-for at least federal elections. The recent business and market unpleasantness, as well as the tawdry history of the Clinton administration, have lit the fire of concern within our public about integrity and the preservation of the American ideals. The idea of government as a big charity for the "unfortunate", which results in the buying of unqualified votes on the cheap every two years, is already dead...
