Yes, this sounds familiar, as do many falsehoods. The reality is quite the opposite. Egypt was doing everything it could to suppress those attacks, as Egyptian documents captured by Israel later proved beyond doubt. See Kennett Love's "Suez: The Twice-Fought War" for details.

I find it peculiar that you are so concerned about context, yet you don't provide the crucial context for those fedayeen attacks. Immediately following the 1949 Armistice, Israel began encroachments into the demilitarized zones, including military attacks with many civilian casualties and the expulsion of thousands of Arabs. Some of them went on to form the terrorist groups that you referred to.
