I learned a lot more from the actual FCC document. Have you bothered to read it, including footnotes? Apparently not.

I'll quote since you seem unfocused today:

"The TTY compatibility program has performed consistently troughout the testing. The errors exist within other functionalities of the software." Footnote 3.

From page 3: "Ericsson's GSM TTY solution became Generally Available ("GA") in April 2002. AWS is now deploying the upgrades and foreseees no impediments to meeting the June 30 deadline in its Ericsson GSM markets."

Read on p. 3 and 4 about the problems the Nokia software--not the Ericsson software--has caused.

Appears that Ericsson can do the FCC-required TTY stuff but the Nokia-supplied software caused five fatal network crashes between April 24 and May 15. By Nokia's own definition, a fatal network error is the worst in the hierarchy of network problems. See footnote 9.

During the weekend of June 1-2, Nokia discovered an additional problem in the companion software for base station transceiver. Fixes were supposedly being made.

AWE was forced to ask for a waiver of the rules 'til September 30 due to the bugs in the Nokia software.

Note that while the TTY stuff was probably new to Nokia, It was also new to Ericsson. It had no problem meeting the FCC-imposed deadlines without a hitch.

Lars' comments were not particularly illuminating.
