They did the war in Kosovo under the auspices of the UN. Thus, not one single nation was held accountable even though we played a big role.

The UN is not sovereign over the world. If countries have a right to intervene as part of a UN force they have just as much right to do so unilaterally.

Even if you are a stickler for UN rules, the UN allows for countries waging war if they are attacked.

Oh, I don't doubt it. Clinton was a master politician. Only a very intelligent and very clever person is able to redefine the word "is" to suit his or her own benefit.
