The primary motivation of most suicide bombers is the financial rewards for their families. By creating a policy of punishing the murderer's families, the Israeli's are making it essentially impossible for Hamas and the PLO to recruit people to randomly mass murder Israeli families. This will make it possible for the Israelis to withdraw from Palestine much more quickly. Terrorists are the only reason that the withdrawals didn't happen a long time ago.
