Regarding the UN, it is effective in as much as how the 5 permanent Security Councill members vote. The US has the UK in the bag and hence it can be assured of 2 votes: that of the US and the UK. France is a wildcard and can be expected to vote with the US more often than not. Russia is no longer a Communist state and instead is now the +1 of the G8+1. Hence, it too has become like France on any issue. So it has two maybe and from them it needs one to vote favorably and lo and behold US can easily achieve a majority on any issue very quickly. But is this true on a Israeli issue? I doubt it and we need to ask why? After all wasn't the Balfour a product of the British. If so then why do they oppose Israel now?
