i was just telling someone else that.
Before the court cases and legislation for children with special needs, the schools did not have to educate them, and they didn't. Basically they acted a lot more like private schools do today. The problem with having a school system that acts that way is that those children who really need special services in order to be productive citizens do not get the services and they become adults unable to contribute. It is usually much easier to work with the child, than try to remediate the adult.
