and Powell, as CJCS, is the one most responsible for not taking out Saddam.

You contradict yourself!

I thought the generals weren't competent to make decisions!

Bush Sr. the politician/Commander in Chief made the decision not to finish off Iraq.

To the extent that the Gulf War was "left to the Generals" they went for an overkill

Yes, they did. It worked out rather well.

and Powell, as CJCS, is the one most responsible for not taking out Saddam.

He has no responsibility for that. None. It was a political decision, made by politicians. Given the information available at the time and the constraints that applied at that time, I'd still have to say it was probably the right decision to make.

You hire Generals to do "the invading and fighting". You hire politicians to make the judgement as to whom and when and where we fight.

You also hope that the politicians will talk to the generals before they make their decision, and listen to what they have to say. It pays as well to keep a damned close eye on the politicians, because these are not trustworthy people.

I trust the generals to do their job and do it well. I can't say the same for the politicians.

Hi LindyBill; Re: "You hire Generals to do "the invading and fighting". You hire politicians to make the judgement as to whom and when and where we fight."

I suppose that your attitude towards heart surgeons is that you hire them to do the "cutting and stitching". They're not there to decide on whether the operation is necessary, worthwhile, or how long it will take or how much money it will cost.
