The justification used at the time was Defense. We needed a national highway system to transport weapons, material and personel. There were also plans to have ICBMs on trucks constantly roaming the freeways to ensure retaliatory capability. Many at the time questioned the applicability of the General Welfare clause but found it hard to argue against Defense.
