This doesn't logically follow. Certainly the USSR posed "a threat" during the Cold War, but does that mean that the "costs of not attacking" them were very high indeed?

The reason the war party's arguments seem so strong is that they are ignoring or minimizing the costs of war. This stretches beyond just the money and blood, but also the influence of the act on the rest of the world. Beating your kids has consequences beyond the simple (temporary) obedience that you can instill in them.
