This can be very simple. Very computer on the Internet has a number or has one dynamically assigned -- an IP address.

These can be hunted down and isolated very easily.

Governments should stay out of helping security software providers in fleecing the public. As an alternative, I would allow governments to remedy the problem by levying a fine on those owners who have infected other computers and allowing users to sue security software providers - for not living up to what they promise.
