This is way beyond the point where there is anything to be gained by assigning blame -- and there is plenty to go around. It is a simple fact of life: For both Israelis and Palestinians, all people need to believe they have a future in order to live as human beings here and now. It is human nature. Without a future there is only the descent into hell which the whole world is witnessing and which is felt every day in the streets of Israel and the Palestinian territories. It is that simple. No future, no hope, no peace, no humanity. If the US wants to be a leader in the Arab world, create a path towards a peaceful future for both Israelis and Palestinians.

Many people say that Arafat was wrong to reject the "generous" settlement proposals offered at Camp David.

I think everyone can agree that Palestinian PR and media relations (not to mention propaganda) are not 1st-rate, to say the least. These media influences go a long way to shape people's opinions on matters, though often without knowing the both sides of the story... But here is the Palestinian negotiating team's view as to why they/Arafat did not accept the settlement proposals:
