My opinion would be that if CSCO does not breach 13.70 tomorrow then there is a lack of confidence in a further rally for CSCO.

It closed in after hours at 13.09.

The Naz futures as of this writing are up for the first time in a while.

That said I think that Cisco may not reach your 13.70.
