he was. Superior t34s were designed in 1934 yet russian army had only few of those and the most of the russian armed forces were much older and inferior tanks.


The T-34 went into production in 1940:

And the HIGHLY impressive KV heavy tank series began development in 1937, and went into production during 1939-40.

As for overall disarmament, you might familiarize yourself with Operation Groza, Stalin's plan for invading Germany, Rumania, and the Balkans. There is some merit to the argument that Hitler felt that his invasion of Russia was a pre-emptive strike.
