My friend's "home" was a lot in a default where he got a great deal on a low ball offer so I think that explains it better. I think the lot was about equal to the construction cost of the home so it might record as 25% of a total home+lot as you suggested. Figgure building cost is the same and only the lot price varies...

This is after a recovery but there are still some areas quite depressed. Perhaps their data is off and some samples are too small to be meaningful but this one in SF seems to be a large enough sample size

Median price $830K down 38.9%

I wish they had a better measure to break it into price/sq ft and lot size but that is about the best data I've found.

Anyway, it is probably like trying to buy AMAT at a peak or a valley.. not important if it is 25 or 40% as it is very hard to get the absolute peaks and valleys so the more reasonable number like 25% is a good working target.
