You make some excellent points. Money and politics are all linked, of course. There was a story in the paper just this week pointing out that under the mostly GOP Congress of '94-02, money for "suburban" concerns has gone up while money for "urban" concerns has gone down. Armey was quoted as saying, in effect, "To the victor belongs the spoils." That's politics. As a result, it shouldn't surprise anyone when cities decline when Republicans control the purse strings.
