Same reason as, IF the people in Kashmir wanted their own country. Neither India nor Pakistan would allow it... doing nothing is a no-op.

Anything is of course possible, and I think that what you suggest is actually a better method for the mainland to deal with it. It's just that in the past, the mainland has reacted with military maneuvers and threats. I feel that they are sort of "locked in" in that regard.
