That all depends on what your definition of "legal decorum" is.

War is war. While we worry about "legal decorum," the enemy is not. You're right, we shouldn't just go in there like some buckaroo. But it's all too easy for countries who don't have the ability to try and force restraint on those who do.

There is no need to finesse it legally. A sovereign state has a right to protect itself.
