Note the position of the Caspian Sea.

Now wouldn't you expect the Russians to have war games there?

Every nation's military has wargames every year. Most of the time it doesn't make the news. This time it did, and it's consequently difficult to find older references to the Caspian Sea and wargames. But here's one from October 25, 1999:
