I would have to say that if a solid case exists that Iraq or Iran assisted Al Qaeda before or after September 11, then no further declaration of war is necessary.

It's public knowledge now that Iran has been harboring Al Qaeda who escaped from Afghanistan, so we could attack Iran but my guess is that we'll support those who are struggling against the theocracy rather than attack with our own forces.

We very well may be attempting the same in Iraq. Bush has Congress' approval to destablize the regime.
