I feel like I'm repeating myself here. The expansion ran out of gas months before Clinton left office, and he didn't bother to refill the tank. That's the legacy he left us: a collapsing stock market and a mess of corporate scandals that were in full effect on his watch.

The expansion was under way before Clinton showed up and the decline was under way well before he left.

For my vote I'll take the Regan years. He and Volker did the tough things that had to be done to convert the malaise of the 70s into the successes of the 80s and 90s.

And now, it looks like the Fed is going to get going and start the rate cuts I've been calling for since April -- most likely at their next meeting. Remind me to buy back those Qs...
