Dang, Mr. Shepard must have lost his keyboard. He just can't seem to respond to that. Hope he finds it soon.

The Chinese had started a launch vehicle program in the '80s, hoping for commercial launches and the obvious military benefits. They were definitely the low priced spread in the commercial launch field. Trouble was, there birds were drunken sailors. You never knew where they would wander off to. One took off, climbed about 4000 feet, turned 90 degrees, and took off across country. It continued for about 300 miles when when it hit and largely destroyed a village. Another (carrying a Loral satellite) when up about 500 feet, angled over, and slammed inot a large hotel in the village next to the launch base. Bernie Schwartz was pissed. "Not MY satellite goldangit!"

He then sent Loral guidance system engineers over to China to analyze their problems for them and show them how to fix them. It worked. Their failure rate dropped promptly to industry average. And they became much more competitive against other launch providers, such as the US.

Of course, a guidance system that can put a satellite into a particular orbit in space can also put a warhead on New York City. It isn't even very hard to figure out how to make it do that if it will do the first.

Thanks for the update, but it doesn't change a thing I said. I was not aware of the fine leveled against Loral however. The key point is we did not sell them any technology and Loral has not been accused of that....
