No, in the first instance just the opposite...if he wishes to stay alive he will not use them. However, an outlaw may harbor or in his case, develop weapons, as a means of last resort, ie a defensive measure, in his mind, that may keep potential enemies from trying to dethrone him. And I don't think he is stupid enough to think he can control anyones oil except Iraqs. He may be able to influence prices but so can any major producer. Now since we're on oil, let me ask the question I've asked often the last few days. Why, if we consider Saddam a mortal enemy, are we buying about 50% of the oil he produces?
