Is that because most Americans are liberal? Or did all those Republican presidents just pursue it as policy against the wishes of a predominantly Conservative public?

Or is America a fairly balanced mixture of Conservatives and liberals, but conservatives are loath to lobby their ideas, or to intrude into the education of their conservative children?
