Bear-markets get oversold and rally because of technical reasons. Once the rally starts, shorts cover and send it higher. Then a few pundits start thumping on the table that the recent lows were the "bottom". And there are a lot of investors who don't want to miss the next rally (in and of itself, a good sign that the bear has a ways to go) so they pile on.

Once they get suckered in, the market reaches overbought condition and the rally starts coming apart because it never really had any solid reasons to get going in the first place.

Whatever is happening is for technical reasons, not fundamental reasons, even though bubblevision would have you believe that it is the latter.
