Not illegal, not unconstititional. Nobody was ever prosecuted for violating the Boland Amendment. I have no doubt whatsoever that if there had been a test of the Boland Amendment, it would have been declared unconstitutional.

Congress tried to take from the president power which is delegated by the Constitution, the power to conduct foreign policy.

Surely you don't mean to assert that there are no covert operations during Democratic administrations.
