Yep. A fact often overlooked. This is one problem I had with Reagan. He should have provoked a test of the Boland Amendment....

Not illegal, not unconstititional. Nobody was ever prosecuted for violating the Boland Amendment. I have no doubt whatsoever that if there had been a test of the Boland Amendment, it would have been declared unconstitutional.

Isn't it interesting that the Reagan administration never tried to test the constitutionality of the Boland amendment. Given all the headaches it caused them, don't you know they would have done so in the proverbial heartbeat if they thought they would have had a chance.
