Argentina doesn't have WMD either. Maybe we should attack them. Your stupidity is showing again. The only way to stop countries in general from getting nukes is to keep them technologicly backward, At least 60 or 70 years behind the mainstream. There are currently lots of countries that have never been 60 or 70 years behind and have chosen not to develop nukes. Nope, the control ain't perfect. It's better than nonew at all though. Or are you in favor of repealing all gun control legislation because it doesn't work perfectly?
