the control ain't perfect
You miss or avoid the point. As time goes on all sorts of backward countries are going to learn the types of technology that was known in the west during the last century. For example: we are not surprised when a country in Africa or South America is able to sucessfully design and build an automobile. It is inevitable that more and more countries will be able to reproduce the depression era technology necessary to create the weapons of WWII.

Junior's answer to this certain event is to make the U.S. the target of these weapons. Sure the U.S. may have smarter bombs or hunter killer robots, but we will still have to contend with a wider range of countries determined that the U.S. is no longer fit to lead the world. In another generation these countries will only have to be a century behind the times to develop nukes. That's not a very comfortable position to raise grandchildren.
