I'm not a chemist CG, but as Pennsaid is a transdermal delivery system, I suspect whatever the carrier is mixed with could have the potential to be delivered through the cells.

That said, I understand there are some meds that can not be delivered using the Pennsaid carrier.

In my lay approach, I agree with you that a lotion would be more desirable than a watery liquid.

Perhaps there is some lotion compound that would be as effective and safe as the current mix but perhaps the nature/chemistry of it will not work. Remember too, the issue of ensuring your hands are clean before applying?

Wood is a fuel but it would not travel well through a car's internal combustion system. Similarly, gasoline would need substantial controls to effectively be used for a personal heat source.
