Are you asking that we assume congressional decisions, on moral issues, are logically based? I don’t think so. My comment, "that it is a matter of opinion," stands. You have not addressed the issue raised.

Congressional decisions are political expedient not logical of necessity; referencing the old rule, "He who robs Peter to pay Paul is assured of Paul's vote."

There were atrocities on both sides of the "Indian" issue including cannibalism of white settlers and indeed other “Indians.” I'm surprised at your use of "Indian" rather than the politically correct "Native American." A term, you will note, embodying another invalid assumption -- primordial ownership.

The compensation to the Japanese was made to living detainees. The compensation to NA's was made to tribes. The problem with slavery reparations is that too many generations have passed. Even with interest, the 40 acres and mule promise never delivered would be split between so many descendants that it would be just a couple of thousand dollars each. I suppose that the people screaming for reparations are expecting to get much more than that.
