I use Indian rather than Native American partially for the reason you said: native american implies primordial ownership. I don't consider it a matter of political correctness to recognize past injustices. Personally and governmentally, I consider it a matter of honor and karma-cleansing to recognize the mistakes a person or country has done in the past. If I rape you, it is ungracious if I meet you ten years later and say let's forget the past and not live in the past.
