Good question. I'm speculating, but I'd say we DIDN'T know, and that's what led to the massive nuclear weapons buildup of the Cold War. I think we can all agree that it has been a long road winding down from the Cold War and M.A.D., and none of us wants to go back there.

We had a much larger CIA presence in the old USSR then we have in Iraq. Also their weapons programs where less secret. Sure they had a lot of secrets but they also paraded new weapons systems through Red Square, and built large fields of missile silos that could be easily detected from air and space. Furthermore we never knew exacly what the Russians had. With the benefit of hindsight its possible to see that we often thought the Soviet Union was better armed then they where. OTOH sometimes we underestimated them.
