Of course. I would expect any beneficial effects of lowered tax rates to only gradually benefit the tax base (as they have to be filtered through the real economy).

IMHO, our biggest challenge is restoring tax fairness, eliminating the over-whelming complexity of the Special-Interest corrupted tax code by removing all the special subsidies, tax breaks for politically-connected interests, and other corrupting and National Industrial Policy provisions.

Only then will we gain the benefits of multi-billion dollar less compliance costs, and higher economic performance because of a restored level playing field.
