No, I think the govt. quietly backed off when they got some backlash. The crew were treated as heroes here in town.

In fairness to the govt., when I lived on Cape Cod where whale watching is a majorly big business, the boats actually did harass the whales at times. There is a requirement to stay away a certain distance, and to compete with each other the boats would jockey for who could get the closest, and sometimes whales were bumped.

There are always two sides to a story.
