rich, you need a license to cut hair if you are going to do it commercially. If my wife cuts my hair, then she does not need a license. Likewise, I can represent myself in Court and in NH laypersons can represent others in Court as long as they don't do it on a regular basis. If I am going to make my living representing other people, then I need a license.

Its the same with all the regulated professions. There is a compelling state interest in making sure there is a minimum level of competence.....
