You've mischaracterized Judt's argument (he doesn't argue that the Israelis must do everything, just that because of the power imbalance they must take the lead)

John, this is just like my argument with jcky. Say that the Israelis do take the lead as Judt recommends. The Palestinians then respond according to their habit, with more broken agreements, radicalism and terror. Then what? The power imbalance has not altered. So must the Israelis "take the lead" again, and again, and again, in each succeeding "impasse"? What kind of behavior does this dynamic reward?

Remember the old, common sense rule -- if you reward something, you will get more of it.
