John, history is your precedent, Korea, Vietnam, Somalia, Granada, Iraq (Gulf War), and many more that don't come to mind at present. and quite frankly that is the way it should be, I mean can you inagine Congress making an intelligent decision on anything...? Well, let's see. Korea was a UN police action; Vietnam, the Johnson administration, as I recall it, labored long and hard on the Tonkin Gulf resolution to get congressional approval because they were convinced they needed it; Somalia and Granada were small police actions, not wars; as for the Gulf War, there was a resolution. Thin argument, chuck. As for your point about Congress, I've seen it do very good work. Though I gather from the tenor of your posts, we would not agree as to what was good and bad work.
