I would think a growth environment that minimizes what I would call wasted growth would include considerations for preventing fires and many long term considerations. In fact would by synergistic with reducing fires and creating the best habitat for the most wildlife. A long term term plan of decades. I'd say forests can be managed or positive objectives and mis managed for the wrong objectives. Different forests in different stages of life would have different methods applied.
